2021 Board Member Update



Board term: July 1, 2020-June 30, 2023

David K. Oshins, PE is the Manager of Engineering and Design for the Eastern Operations of the design-build construction firm The Austin Company. He completed his engineering education at Rensselaer Polytechnic Institute in upstate New York. David is a Professional Engineer and currently licensed in 45 states. His commitment to Engineering is reflected in his involvement with The Cleveland Engineering Society that is currently celebrating its 140th year. As Chairman of Membership committee, David is well aware of the challenges associated with maintaining and growing the membership of this esteemed non-profit organization.


Board term: July 1, 2018-June 30, 2021

Mr. Neff serves as Manager of Business Development at R.E. Warner & Associates, Inc., a major architectural, engineering, surveying and construction services firm located in Westlake, Ohio. He graduated from Ohio Northern University with a Bachelor of Science in Civil Engineering in 1993 and has more than 27 years of experience in the planning, design, project management and construction of buildings and facilities, surface transportation, underground utility and land development projects. Mr. Neff joined R.E. Warner immediately upon graduation and has served as a civil design engineer, resident construction representative, project manager, division manager and director of business development. He was selected as a shareholder in 2000, Member of the Board of Directors in 2003, Vice President in 2007 and Senior Vice President in 2015.


Board term: July 1, 2019-June 30, 2022

Dan is the new product development engineering supervisor for Swagelok’s General Industrial Solutions group. Swagelok is a leading developer of fluid system products, assemblies and services for the oil and gas, chemical and petrochemical, semiconductor, and transportation industries. The $2 Billion dollar privately held company is headquartered in Solon, Ohio and services customers through 200 sales and service centers in 70 countries. He has helped to launch multiple new products, served on the core team for the development of the Swagelok Global HQ, and proudly mentors multiple early career engineers.
Dan graduated from The Ohio State University with a degree in Civil/Structural Engineering and began his career designing heavy industrial structures. He volunteers time with Habitat for Humanity and the Greater Cleveland Food Bank. Dan joined the CES board in 2019.


Board term: July 1, 2019-June 30, 2022

Wessam (Wess) N. Mekhael, PE joined SME in 2017 as a Senior Project Engineer. Wess provides management and technical direction for the Cleveland team as Regional Office Manager. He coordinates a diverse team of engineers and technicians to oversee consulting services related to geotechnical engineering, Building materials, and construction materials services (CMS). He is an expert of evaluations related to engineered fill and backfill, concrete, foundation bearing soils, masonry and pavements, as well as laboratory testing of soils and concrete. Wess provides resident engineering services related to daily construction activities including scheduling, and reviewing submittals and change orders for CMS projects. He also provides consultation and engineering evaluations of problems encountered during construction.
